This paper analyses the cultural challenge to achieving the ambitious target of skillig almost half of India's population. It traces the origins and traditions of skills training in India to find an answer to the recent dramatic rise of technicaland vocational training in the policy agenda. Much of the new policy thinking is stated to be based on powerful and largely unquestioned assumptions about skill development or productivity enhancement through self employment.
